R&M provided grant writing and strategy development, engineering and environmental services to prepare a RAISE grant application to fund Phases I and II of the Lutak Dock Replacement. R&M collaborated with Northern Economics for the required benefit-cost analysis. The project was awarded $20,000,000.

As part of the strategy to increase the probability of receiving funding, R&M also prepared a PIDP grant application to fund Phase I of the project, targeting the “small projects at small harbors” set aside. Because the RAISE grant funded Phases I and II, the PIDP grant was not needed.

Lutak Dock is critical infrastructure for the Haines Borough, facilitating the movement of goods in and out of the area. The grant helps ensure continued operations and safety for an asset long past its useful life.
