R&M provided grant writing services to fund the Saint Paul Harbor Renovations, Phase IA, which included south dock renovations, new berthing dolphins and a new harbormaster’s office. Under this application, the City requested $7.9 million in Port Infrastructure Development Program funding.

R&M also provided grant writing and environmental services to fund water, sewer and electrical extensions at the City of Saint Paul’s small boat harbor. R&M’s environmental staff drafted the Environmental Narrative for the application, a standalone environmental document required under this Economic Development Authority grant program.

These improvements would increase the Saint Paul Harbor’s safety, efficiency and reliability; promote economic viability of the Saint Paul Island community and broader region; and directly address equity and climate concerns for a more sustainable future.

A functioning harbormaster’s office is necessary for safe operation of the harbor. The current harbormaster’s office is in extremely poor condition.
