R&M worked with the City of Valdez to develop a long-term Waterfront Development Plan that included developing the new harbor basin constructed by USACE. R&M was also responsible for obtaining project permits, including the complex USACE permit that involved substantial coordination and consultation with the USFWS and NMFS. This project consisted of federal (USACE Civil Works) and non-federal (City of Valdez) components, which contributed to the complexity of this harbor construction project. R&M worked with the regulatory agencies to identify mitigation options, protected species monitoring plans, shutdown zones during pile installation and in-water blasting and rock removal (dredging) activities.

Development of the new harbor increased moorage capacity, added launch ramps, provided greater waterfront access for boaters and the non-boating public, increased local economic activity and provided opportunity for service industry development and fishing industry support.
