Chris Black, PE, CESCL has been named Group Manager of Site Development at R&M.

As Group Manager, Chris is responsible for site planning, design and construction administration services for a variety of sites in urban and rural locations. This includes vehicle and pedestrian access and circulation, traffic safety and emergency vehicle access, site parking, utility service design, ADA improvements, multi-use pathways, play areas, and athletic fields and facilities.

Chris has 30 years of construction and civil engineering experience. He first joined R&M as a Project Engineer in January 2015. Due to his expertise and experience, Chris was quickly promoted to Senior Project Engineer in the firm’s Site Development Group, and has since worked on road, utility and airport projects. He has additional experience in water and wastewater systems, storm water collection systems, earthwork calculations, cost estimates, traffic impact analyses and permitting.

Chris has worked on projects for a variety of public entities, including the Municipality of Anchorage, Alaska Department of Transportation & Public Facilities, Anchorage Water & Wastewater Utility and Alaska Railroad Corporation. He also works with private clients and utilities, on projects such as subdivisions, hospitals, electrical substations and hotels. Some of his recent project work includes the King Salmon Snow Removal Equipment Building, Alaska Psychiatric Institute Parking Lot Rehabilitation and Chugach Electric Association Campbell Lake Substation.

Chris has a B.S. in Civil Engineering from the University of Alaska Anchorage, is a professional civil engineer licensed in Alaska and an Alaska Certified Erosion and Sediment Control Lead. He is a life-long Alaskan, born in Juneau, and has lived in Anchorage for more than 47 years. He can usually be found hanging out at his cabin on the weekends and enjoys all the Alaskan outdoor activities, such as biking, camping, fishing, hiking, hunting, skiing and more.
